Preparatory groundworks underway

The first blast marked the start of the preparatory groundworks at Lutelandet. The Mayor of Fjaler, Leif Jarle Espedal, and CEO of Bue, Knut Eikeland, pressed the button together, formally initiating the project.

Collaboration with Kvantum AS enables early start

Just before Christmas, Bue received the municipality’s approval to commence works. Shortly thereafter, the removal of soil and overburden began, and with Tuesday’s blast, the blasting operations are now formally underway.

The groundworks build on the collaboration Bue entered into with Kvantum AS in autumn 2025, under which the parties agreed on the extraction, processing and sale of rock materials from Lutelandet to the European market.

–Today marks an important step forward in this collaboration,” says Knut Eikeland. “We are now physically underway at Lutelandet. This enables Kvantum to extract the rock, process it to customer specifications and ship it onwards for sale in the international market. The plan is for the first vessels carrying rock to depart from the dock here within the first quarter.

Kvantum manages the entire value chain from extraction to sale, and a significant share of the volumes is already allocated to established customers in Europe. The company has extensive experience from similar projects, including the development of the Skipavika terminal and industrial park, where more than 20 million cubic metres of material have been extracted.

Shorter construction period and lower initial investment

The agreement with Kvantum helps reduce the time to a potential first fish stocking, lowers investment costs in the first construction phase, and enables groundworks to begin while other critical processes are still ongoing, including financing and clarification of power supply. Once construction of the facility itself begins, the estimated build time is approximately two years.

New Director of Development in place

On Friday, Terje Simmenes assumed the role of Director of Development at Bue. Following a review of the pilot facility at Bulandet the day before, he took part in Tuesday’s first blast at Lutelandet.

“It’s a bit like jumping onto a train already in motion,” says Simmenes. As former Project Director for the Bergen Light Rail (Bybanen), he is well acquainted with tight schedules and complex projects.
